Amazon FBA vs. retail stores for international beauty brands

Updated

For most international beauty brands the real question is not Amazon or retail, but which comes first. Amazon reaches shoppers nationwide but asks for approvals, hazmat review, expiry dating and a fee on every sale, and it rewards brands that already have demand and reviews. Physical retail and salons are slower to open, but they let customers touch, test and trust a new brand, which builds the demand that later makes Amazon work.

This guide compares the two channels for beauty specifically: the approvals, product rules and economics that differ for cosmetics, skincare and haircare. For the general mechanics of FBA, FBM and a U.S. 3PL, see Amazon FBA vs. FBM vs. 3PL.

Both channels matter. NielsenIQ puts U.S. beauty and personal care at $123.7 billion for the 52 weeks ending November 29, 2025, with 47% sold online and 53% in stores (NIQ, State of Beauty 2026). Online includes far more than Amazon, and stores still sell the majority.

Getting approved to sell beauty on Amazon

Amazon says "many beauty products need approval before you can sell them" (Sell on Amazon, How to sell beauty products). Approval works product by product, not once for the whole category.

  • Restricted examples: chemical peels, products subject to MoCRA facility registration and adverse event reporting, and beauty medical devices.
  • Prohibited examples: products containing mercury, more than 12% hydrogen peroxide, or plastic microbeads.
  • Documents Amazon may request: invoices, brand authorization, product photos, GMP or certificate of analysis documents, and a business license.

Because Amazon lists MoCRA-covered products among those that may need approval, get your registration, listing and label contact in order first; MoCRA compliance for international brands covers each step. Exact requirements live in Seller Central and change, so confirm them there for each ASIN.

Hazmat review and safety data sheets

Several common beauty products are regulated as dangerous goods. Amazon cites perfumes, deodorant sprays and nail polish as examples, and its dangerous goods team reviews such listings (Sell on Amazon, hazmat). You may need to upload a safety data sheet (SDS) or an exemption sheet, and some products must go through the FBA dangerous goods program.

This has knock-on effects. The same flammable or pressurized products are regulated for air freight, so the SDS you prepare for Amazon is the one your forwarder needs too, as explained in how to import cosmetics into the USA. Budget time for review before your launch date, because an ASIN can sit in review while your inventory waits.

Expiration dates at FBA

Amazon has its own expiration-date requirements for FBA inventory. The official help page sits behind the seller login; Amazon staff posts on the Seller Central forums describe the rules this way:

  • Remaining shelf life at check-in must cover the product's full consumption "plus an additional 90 days."
  • Dates for non-medical products use the format MM-DD-YYYY or MM-YYYY, in 36-point type or larger on the outer box and on each unit.

These are marketplace rules, separate from FDA labeling. Confirm the current help page in Seller Central before you print. For a brand shipping from Asia or Europe, transit and customs time eats into shelf life, so produce close to shipping and avoid sending more than you can sell well before the date. If units arrive without dates in Amazon's format, labels carrying the manufacturer's dates can be added during Amazon FBA prep in the U.S.

Fees and margin on Amazon

As of October 14, 2026, Amazon's referral fee for Beauty, Health and Personal Care is 8% when the total sales price is $10.00 or less and 15% above $10.00, with a $0.30 minimum (Amazon seller pricing). FBA fulfillment and storage fees come on top and change regularly, so use Amazon's revenue calculator for your exact size and weight.

Illustrative example, not market data. A serum listed at $24.00 pays a 15% referral fee of $3.60. A lip balm at $9.00 pays 8%, or $0.72. FBA fees, advertising, duty and freight still have to come out of what is left.

In retail, the cost of each sale is the margin the store keeps between your wholesale price and its shelf price, plus testers and samples. Neither channel is cheap; they are expensive in different places. How to price imported beauty products for U.S. retail builds both cases from landed cost.

Brand Registry and reviews

Amazon Brand Registry requires an active registered trademark or a pending application from an approved government trademark office; pending applications can go through Amazon's IP Accelerator, and word and design marks are both accepted (Brand Registry requirements). File early: a pending application is enough to start.

Reviews are where many new brands stall. A product with none competes against established listings with hundreds. Shortcuts carry real risk: the FTC's rule on consumer reviews, in effect since October 21, 2024, bans fake reviews, incentives conditioned on positive sentiment and undisclosed insider reviews, and the FTC can seek civil penalties for knowing violations.

What physical retail gives a new brand

  • Trial. Shoppers can see texture, shade and scent. For skincare, color cosmetics and fragrance, that removes the main reason people hesitate to buy an unknown brand online.
  • Recommendation. A stylist using your product at the chair or a boutique owner who likes it sells it for you, and the professional channel suits haircare in particular.
  • Direct feedback. Buyers tell you what is wrong with price, pack size or claims, which an Amazon listing never will.
  • Proof. Sell-through and reorders from real stores are the evidence distributors and larger retailers ask for.

The cost is time and relationships: finding the right stores, sampling, following up and supporting the shelf. How to get beauty products into U.S. retail stores covers what buyers expect, including how to turn testers into orders.

Using both: a sequence that works

The two channels feed each other when they are timed well.

  1. Get compliant once. MoCRA, labels, SDS and a U.S. trademark filing serve both channels.
  2. Prove the product in one region. Put a few SKUs in real outlets, learn what sells and at what price, and collect the feedback and content that only in-person trial produces.
  3. Open Amazon with what you learned. Launch the proven SKUs, at the price that worked in stores, with Brand Registry in place.
  4. Hold one price. Keep your Amazon price consistent with the suggested retail price your stores charge.

This is the logic behind Abanro's Beauty & Personal Care market entry program: three months with up to 25 selected salons, barbershops, beauty supply stores, boutiques and specialty retailers in Southern California, for $3,950 with one SKU and its first pallet included, plus a 25% commission only on sales Abanro generates during those three months. You learn what U.S. outlets buy without first setting up a U.S. office, a local sales hire, a warehouse lease or a distributor's minimums. When you add Amazon, the same inventory can be received and prepared at our Orange County facility through beauty and cosmetic prep.

How to decide

  • Lean toward Amazon first if your product is already known to U.S. shoppers, is not hazmat, has a long shelf life, and you have a trademark and an advertising budget.
  • Lean toward retail first if shoppers need to try it (shade, texture, scent), it suits professional recommendation, or you need proof to show distributors and larger chains.
  • Plan for both in any case, and test the U.S. market lean before scaling either, with a few SKUs in one region.

Abanro does not guarantee placement, sales or marketplace approval.

Questions

Can a foreign beauty brand sell on Amazon in the U.S. without a U.S. company?

Amazon accepts sellers from many countries, but your products still have to be imported legally, meet FDA and MoCRA requirements, and pass Amazon's category approval and hazmat review. Someone also has to act as importer of record for the inventory you send to fulfillment centers.

Will selling on Amazon hurt my chances with U.S. retailers?

Not by itself, but price matters. If your Amazon price undercuts the retail price a store is asked to charge, buyers notice. Set one suggested retail price and hold it across channels.

Is the Amazon referral fee the only cost?

No. The referral fee is charged on each sale, and FBA adds fulfillment and storage fees that change over time, plus any advertising you buy. Check Amazon's current fee pages and revenue calculator for your product's size and weight.

Do I need Brand Registry before I start on Amazon?

It is not required to list, but it is how a brand protects its listings and content. It requires an active registered trademark or a pending application from an approved trademark office, so filing early in the U.S. saves time.

Does Abanro sell on Amazon for me?

No. The Beauty & Personal Care program focuses on physical outlets in Southern California. Separately, Abanro can receive and prepare beauty inventory for Amazon FBA under its pay-as-you-go prep services, while you keep control of your Seller Central account.
